Any public library SHOULD afford you access to the same materials
through inter-library loan that would be available from a University/College
library -- it just may take longer. You might wish to take a look at
Michael Avi-Yonah's article "A List of Priestly Courses from Caesarea", in
__Israel Exploration Journal__, vol. 12 [1962]: 137-139, pl. 13.
