Yes, I thought about that verse.  It reads a little different in KJV:

19 And the waters prevailed exceedingly upon the earth; and all the high
hills, that were under the whole heaven, were covered. 
20  Fifteen cubits upward did the waters prevail; and the mountains were
covered. 

The "high hills" may have been, say, no more than 50-100 feet high.  Thus, if
the valley was bounded on all sides by mountains that were higher than 122
feet, the water would have been localized within the valley.
