If Jesus is indeed quoting an OT scripture as you maintain, I'm sure you
won't mind providing the necessary particulars of just where in the OT 
this passage can be found?  

And by the way, in John 3:13, the reference is to one WHO HAS GONE 
up to heaven (not WILL GO up to heaven, but HAS GONE up to heaven-- 
notice the use of the past tense here).  Once again I'm sure you'll have no 
difficulty in providing us with the particulars of just when Jesus, PRIOR TO 
HIS CONVERSATION WITH NICODEMUS AND AS THE "SON OF MAN", 
left heaven and then, subsequent to this departure, ascended back to 
heaven and finally arrived (again?) on earth?

  Proverbs 30:4
  "Who has gone up to Heaven and come down again-who has cupped the wind 
in his hands? Who has bound up the waters in a cloak-who has marked out 
all the ends of the earth? What is his name, what is his son's name if 
you know it?"
  Jesus is making the point, for those familiar with the OT scriptures 
as were His hearers, that He CAN instruct us concerning "heavenly 
things" (John 3:12) because He IS the Son of God described in the 
proverb. There is no one else on earth with this knowledge.
