Note: these portions of the world *will* use the western calendar when
interacting with the west - they just don't use it internally

China
Islamic Countries
Orthodox Jews

Are the most obvious ones. They encompass more than a quarter of the
earth's population. India might not use the western calendar, either. That
would bump up the total to nearly half.
