Claire, try to think logically.  Let's suppose that country C in 1950 had a
law that made armed robbery an offense punishable by a maximum of 15 
years in prison.  However, the law seemed unsuccessful in deterring armed 
robbery, and so in 1960 the country passed a new law that made it an 
offense punishable by 30 years in prison.  Still incidents of armed robbery
increased, and so in 1975, the country passed a law making this crime a
capital offense.  World opinion condemned the law as inhumane, and so 
in 1990, the country changed the law to make armed robbery a crime 
punishable by life imprisonment.  The problem still persisted until finally in 
1997, the country decided to hell with world opinion and once again made 
armed robbery a capital offense.  All along, this country had certainly been
against armed robbery, but in a scenario like this, who could reasonably
argue that this country's position on armed robbery had always been the 
same?

If this doesn't help you see the inconsistency of your opinion, then you are
beyond hope, Clair.

  Haw, haw! This is like saying that the U.S. used to exact the death 
penalty for murder and, by reducing the penalty to life in prison, 
flip-flopped on the issue of whether murder was acceptable. You guys 
really crack me up! Right on, Claire!!!
