Most Muslims claim that Muhammad Asad's translations, "The Message of the
Quran," is the best English translation. I haven't read it. It's expensive
(about $50). You can buy it from IBTS (Islamic Books and Tapes Supply)

Yusuf Ali's translation is cheap, and he has extensive notes, but his
English is KJ type. I have heard that Muhammad Ali's translation is also good
with commentary (this is by Ahmadya sect)
For introduction to the Quran, check out "Introduction to the Qur'an" by W.
Mongomerry Watt and Richard Bell.
