Your 4 statements above are theological speculation. You assume that 3
excludes 4. This is based on your own definitions of the words love,
mercy, and kindness. Mercy does not exclude justice. Without justice
(punishment) why would one have need of mercy?
Isaiah 45:7 was originally translated as "I create good and evil".
Regardless, good and evil are relative terms. A murderer might consider
being sent to prison evil. A terrorist might think blowing up innocent
people is good.
