Well, I did imply one thing... that the cities are being disassembled. I
guess that they could be being rebuilt after being burned. It is unclear.
This is almost definitely not refering to torture, though.

I would have to go with your disassembling theory, because I can't
understand why an invading army in times when total destruction was the goal
of the invaders would then have the survivors rebuild the cities. This
would merely have helped them to become potential enemies again.
